Templates with resell rights offers, true or hoax?

Question by Hell Raiser: Templates with resell rights offers, true or hoax?
Yesterday I came across few sites which were offering more that 300 website templates at dirt cheap prices that also with full resell rights on an average $ 10 (frankly deal seems too good to be true), has anyone done this before, has anyone done this before, will there be any copyright issue?
